Neighbor upstairs constantly scraping their dining chair?
Hi i live in an apartment in NY and my neighbor upstairs from morning till midnight constantly scrapes their dining chairs back and fourth like there is no end i told them not to do it yet they still do it..does this seem intentional? or just their habit? because i told the landlord and they seem to do it like no one lives downstairs i just dont understand why they must do it every second
Put yourself in their shoes. If someone came up to me and told me what to do in my own apartment...would I feel obligated to comply? Probably not. People with less social skills might even, in fact, do more of the things that we don't like if we tell them not to do it in their own spaces.
I really like the idea of providing them with a solution to your problem. Get to know your neighbors, and then present them with a rug sample or something else to lessen the noise, while telling them, "Hey, look at this! I got these for my own chairs and they work great. No, you go ahead and have this one, I got a few of my own!" 
This way, you're providing a solution without sounding as if you're giving your fellow rentors orders in the building.
